Got to say that was incredibly amaturist of whoever was responsible. (Maybe it is the club secretary). If they were to miss out on the playoffs by 3 points, then they only got themselves to blame.

Coles was signed 3 days before the game in question, but 2 days after Football Secretary left
There's speculation the offence was the registration form submitted not being correctly completed, so it could be any player, although you'd imagine FGR would have a point of appeal if an incorrectly completed form was not picked up within 3 days (it seems like its taken many weeks)
However FGR fans (long term) are very pee'd off with how their club is being run, continual spending of money they can never generate from income, prefering the foundations now in place to be used to grow success and even a call for ECO to be ousted. Lord knows we've seen ourselves spending millions you dont have doesnt guarantee success and can provide misery.
I know the FGR chairman due to my family having had difficulties with him in past on a land and access issue, so FGR fans should be careful what they wish for. He's just as likely to walk away as an other outcome, especially if someone takes his dolls away.
