When Dubliner Graham Coughlan lifted Bristol Rovers from 23rd in the League One table to a respectable 15th within six months of his arrival last December in the managerial hot-seat, he performed one of the footballing miracles of the season. Now, it seems, he is being asked to produce another miracle.
Coughlan's successful run at the helm was achieved without any big-money signings, or even big-name loan signings. Shrewd budget signings and loan deals, plus an emphasis on integrity and hard work, were the principal drivers of his penny-pinching revolution.
His reward for this display of frugality? A smaller budget, one effect of which was the loss of the club's only international player, Wales defender Tom Lockyer. "He had ambitions, so we couldn't keep him," explained Coughlan.
"However," he added, "there's many ways to skin a cat, and I believe our team will be stronger this season despite the smaller budget. We can't compete financially with the Sunderlands or Portsmouths, so we have to think outside the box.
"We have signed players from Holland and Finland - we track them, check their character references, and when we are happy with them, we sign them. Having said that, I much prefer to develop our own players. The process is fine, it works. It is tested and proven."
Another source of talent on Coughlan's radar is, not surprisingly, the League of Ireland. A deal has been done for UCD's centre-back Liam Scales. "He's a player we admire, and want to sign but because of red tape I've had to put the deal on hold and take a step back," he explained regarding a deal that was first agreed almost a month ago, but has dragged on to such an extent that Scales returned to UCD action last week.
"I'm in the market for one or two other Irish players as well, and a couple in England, but I'm not a lover of the under 23 system. What will a player learn from young players? You learn more from playing with senior pros.
"Of the League of Ireland players who came over last year to League One, Ronan Curtis and Kieran Sadlier have done brilliantly. And when we played St Mochta's as part of their 70th anniversary celebrations, they had one or two players who could do well given a chance. The Irish are very honest and prepared to work hard - they have a different mentality to some of the English kids. That's why the market in Ireland is so important to us."
As regards the most important lesson he learned as a first-time manager, Coughlan has no hesitation in responding: "The biggest part of being a manager is delegating, and in that regard my assistant, Joe Dunne, is one of my better signings. He's been and done it, worn the t-shirt. This club is all about honest, hard-working people, and that's what we try to get across all week." Dunne, also a Dubliner, had a lengthy playing career before managing at Colchester and Cambridge.
So, what are Coughlan's realistic ambitions for the season? "More points, to finish higher, and to bring a better brand of football to the club, a more offensive team instead of the defensive team we needed to stay in the League last season. I also love to develop young kids from the academy, give them first team football and help them fulfil their potential.
"The play-offs are an unrealistic target given the budget we have, but we'll give it a go."
As justification for that last optimistic streak Coughlan explained: "We kept our own League table last season for the games we were in charge and, in that, we finished eighth. We had 1.7 points a game, and Luton, who were champions, had two points, so the margins are small that we have to bridge."

I dont get this budget thing...?
I understand Sunderland,Ipswich and maybe portsmouth in this league having larger budgets then us given there grounds and crowds. But our crowds are always between 8k - 10k depending how results are going which is still good for league one level and the standard of the Mem.
Bolton are f**ked so are not in the mix.Peterbourgh get smaller crowds then us but spend cash,Rotherham are bounching between championship and L1 but get around about the same crowds as us so I guess they would spend more than us.But who else? Coventry couldnt as they are f**ked in Birmingham this season.Maybe Oxford? Doncaster and Blackpool? And going on seasons past there home gates are smaller than ours.
I see no reason why our budget shouldnt be at least a top half one with the aim of the season to be in the playoffs.
This ragbag Rovers crap needs to go away asap or we will never progress.

We are nearly 17 million in debt and given we have no significant additional revenue streams the only way we can reduce this level of debt is to reduce the budget. Obviously building a new stadium will help with that endeavour (although I note those on the other forum are heavily sceptical of how viable the fruit market plans are and see it as a red herring or worse a deflection from the poor recruitment over the summer) but until such time as we have a new stadium we are going to continue to be run on a vastly reduced budget from the spending of the DC era. Unless of course we can sell a player for millions like Peterborough but I’m not sure we have the resources to attract those sort of players in the first place unless we can come across one by a complete fluke or one of the dev squad turns out to be a world beater. This is the new normal, unfortunately. As much as I want to see us spunk money up the wall on better players even I accept that the overspending can’t continue and we have to now reap what we sowed in letting DC spend vast amounts on players like Payne and Nichols who weren’t up to it.

I think you’ll find DC’s transfer activity was in profit?

But where did DC overspend? Surely he spent money at a L1 level.? I Know many clubs spend nothing at this level on fees, but he never handed wages to 5/6 players on £10k- £15k per week did he? He never spent millions upon millions on transfer fees either He spent £200k on Payne and £350k on TN.But that is not the reason why we are £17million in debt.

I think you’ll find DC’s transfer activity was in profit? Not sure about this. It’s pretty breakeven on transfer fees, but when you factor the huge increase in player wages since we hit L1 I have my doubts. An extreme example: Kyle Bennett on ~£4K pw on a 3.5 year contract is £728,000 (£520,000 if its a 2.5 year) A budget isn’t just fees paid, its wages too, and we’re definitely spending a lot more than he brought in for Ellis, Gaffers, Taylor and Bodin.

Thank you for the lesson. I was unaware players got paid!. The example of Bennett’s wages are extreme and I assume Ellis, Snake, Bodin and Gaffney were also being paid? So you also have to take into account we were no longer paying them

I can assure you it isn’t. Prove it then. FFS don’t turn this into an ITK/ know sod all/ prove it thread! It would reach 20 pages and no one would be any the wiser. About Bennett all I would say is if he’s being paid so much I hope he’s on a long contract so he has some sell-on value.... Mmm can’t see that happening. To answer the OP I can’t think of many Rovers managers who weren’t working on a shoestring budget tbh. 😉 UTG!

Its the worse kind of hearsay, some poster repeating a players apparent salary over and over again but with zero supporting evidence.

I don’t think we really need an itemised bill of where the money has gone in order to answer the question of why Coughlan has a shoestring budget. The accounts clearly show we are nearly 17 million in debt. What we do know is that spending under DC, in all areas of the club, was unparalleled and on our crowds and with the transfer fees brought in it simply isn’t enough to account for the expenditure on players fees, wages and admin costs. So now we are paying the price. Which is unfortunately as it should be. I wish we had spent less on admin and offices in London and more on a decent scouting network so that if we have our hands tied in terms of budget we could take a punt on the best local-ish players from the lower leagues who might have a chance of making it. I’m not convinced our head of recruitment has consistently added enough value, JCH aside.

Kyle on 4k/w is rubbish though. We signed him when he still had 2 and a half years left on his contract at Pompey, so £4k is very realistic. I don't think he is worth that but we also don't want to pay him off as he can still be a decent player, just not a £4k a week one.

But we signed him after Pompey cancelled his contract, I assume that was on the basis he received a pay off, otherwise he could have just done a straight transfer to us? Regardless KB is just one of 24+ players even if he was on double everybody else's wage it doesn't explain why we're £17m in debt, plus all the wages have to fall within the SCMP rules anyway, as Wael said on Saturday this season's would. Assuming we're paying the maximum again this season who can really out pay us based on turnover, just the top 6 or so sides?
