This is just a recommendation of how they should vote,but they can still vote either way on the 12th this is true. The officers submit their recommendations to the councillors tomorrow. Big day by all accounts as this often turns the tide.

Is this plan B to redevelope the Mem if Sainsbury's pull out As far as I am aware, this is for the extended delivery hours for the Sainsburys store. Also not aware there is a plan B let alone one for the redevelopment of the existing stadium for want of a better word. Others might put me right on this?

Not 100% , but I don't believe this is appealable as it is only a clause to the contract which has been successfully put through even after a JR.
Henbury Gas may be able to clarify this point.
So whatever recommendation is made tomorrow, if it gets through next week Sainsburys either have to pay up, dream up another get out of jail card or risk punitive damages by refusing to honour a legal contract.

I think they have a whole pile of get of jail free cards in their hand and they know the best way to play them is one at a time. Each time one doesn't work they'll play another. Best tactic to draw this whole saga out until we can't afford to go any further.

That would be my understanding as well, it seems there's a good chance the delivery hours will be recommended in tomorrow's report and then rubber stamped next week. If so the ball will then be firmly back in Sainsbury's court.
