There's a rumour on the Rovers appreciation Facebook page that an affiliation with Chelsea could be in the pipeline.
With Waels Chelsea connections I wonder if he has been looking at this?
He mentioned in a recent article that using the loan market effectively is something that he is looking to do.
I know Barnet used to have a similar set up with Arsenal which allowed Arsenal youngsters to gain first team experience and they hosted an annual pre season friendly.
I think Birmingham had something similar with Arsenal a few years back too, when Niklas Bendtner, Sebastian Larsson and Fabrice Muamba were sent there for a season.
I think a set up like this could be hugely beneficial to us.

I think Chelsea have a strong connection with Aldershot with their academy side playing there, and I might be wrong but I think they've also been given financial help from Chelsea in the past....

And let's face it, very few of the emergency loans were actual emergencies.

The recommendation from FIFA is that only loans agreed during the transfer window will be allowed from next season EUFA and the FA have yet to ratify this but normally it is rubber stamped.It means that if you don't do deals either buy or loan inside permitted periods no other movement of players is permitted. I can foresee a challenge to this in the near future by a European player like Bosman did claiming it is against EU law permitting players freedom of movement at any time

But why tinker with something which works OK at lower league level? Back to the OP I assumed this is another wild rumour because of Wael's Chelsea connections, I can't really see Chelsea being happy to send too many players our way until we have decent training facilities for them to train.

The only changes proposed are the quarters changing to red to be closer to the flag of Jordan and the badge being changed to look more like the Bristol coat of arms.
