According to the football ground guide the away allocation is usually 1300 but can be increased to 2022 if required. Plymouth is a long way from everywhere so I doubt they ever need more than 2000 away places.
New grandstand /hotel/icerink due to start work March 2018. So their capacity will go up to about 18,500. Kind of what a New Mem could be like if that style was chosen.
