The 24-year-old from Harefield, Southampton, joins Rovers on a free transfer after terminating his contract with Salisbury, who yesterday announced the appointment of Moroccan businessman AS Outail M Touzar as their new chairman – and unveiled a Saudi Arabian prince as their first potential summer signing. Salisbury – under the new ownership of Touzar and Mark Winter – have been given until Thursday to get their finances in order if they are to preserve their place in the Conference National. The Conference have told them they must pay their outstanding debts, including players’ unpaid wages which is believed to run into thousands. White is understood to have used the fact that the terms of his contract had been breached by late wage payments to make his exit from the club on a free transfer. White was an outstanding prospect at Saints, winning the a c a d e m y player-of-theseason for 2006/07, but he had to accept his prize on crutches – one of a spate of injuries that sank his hopes of a professional career at St Mary’s. He played for S h r e w s b u r y Town (loan), E a s t l e i g h , Totton & Eling a n d Australian outfit Whitsunday Miners along the road to recovery and his fortunes changed dramatically for the better when he bagged over 50 Wessex League goals for Winchester City in 2011/12, moving to Salisbury at the end of that campaign. He averaged a goal every other game at Salisbury, netting 37 in 73 games for the Wiltshire club and sharing the Conference South ‘golden boot’ with Havant’s Ollie Palmer in 2012/13, and he is confident there are plenty more in the tank. Asked what he would bring to Rovers, White stated simply: “Goals!”
“Basically anything in the box will be in the back of the net,” he promised.“Daz (Clarke) knows me very well and I’m sure he’ll get the best out of me.” Clarke, looking to take Rovers straight back up following relegation from League Two, said: “Jamie is a goalscorer who averages one goal every two games. “He has the potential to be a 20- goal-a-season man.” Salisbury’s first transfer target is Khalid Bin Bader Alsaud, a 19-yearold Saudi prince who played for Conference South side Bromley last season. Chairman Touzar said: “I’ve been receiving great reviews on him from my scouts and advisors.” Meanwhile, both Salisbury and Hereford United have been warned to get their ownership issues and debts sorted by Thursday – or risk being thrown out of the Conference. Salisbury City put under transfer embargo by Football ConferenceSalisbury have been handed a transfer embargo by the Football Conference until they pay their outstanding debt. The Conference Premier club came out of administration in December but have fallen back into financial difficulties and it is thought players' wages have been delayed for the last two months. Businessman Otail Touzar and fan Mark Winter took over the Whites last month. The new owners have been told they must pay the outstanding wages by Thursday or risk being thrown out the league. But Winter told BBC Wiltshire he is confident the players will receive their money by the 17:00 BST deadline, set by the Football Conference at their AGM on Friday. The problems with payments has already had an effect on the squad for next season, with striker Jamie White cancelling his contract to move to Bristol Rovers and captain Brian Dutton also leaving. And it means incoming midfielder Prince Khalid Bin Bader Al Saud, who was unveiled by chairman Touzar on Monday, cannot complete his move from Bromley until the embargo is lifted. Salisbury City appeal for more time to solve cash crisisLast updated Thu 12 Jun 2014 Salisbury City FC have just updated their website with this statement: A 5 PM deadline set by the Conference tonight to address some financial issues relating to Salisbury City FC has passed without any action being taken against the club for the time being. Salisbury City FC have asked for an extension from the league and presented them with evidence to support their claim. Furthermore the club today have, upon legal advice, taken steps to remove the current owner, Mr Otail A.S. Touzar after information surfaced questioning the legitimacy of his takeover of the club. The Wiltshire club will be relegated from the Conference Premier at 5pm today, Thursday, if they fail to meet the conditions imposed by league chiefs – which include paying players unpaid wages dating back to April, and other debts. The total is thought to be around £29,000, and Salisbury City look almost certain to go the way of Hereford United, who were relegated out of the league earlier this week , for failing to meet the same Skrill Conference test. At lunchtime today, shareholder Mark Winter posted a message that he was meeting with League officials this afternoon, following a frank admission before fans last night. The statement from Mr Winter said: “Following events of yesterday, where I addressed the supporters club members and informed them of the situation at Salisbury City FC, discussions with the Football Conference are taking place ahead of the 5pm deadline set for later today. “They have been made aware of the situation and are understanding. At this point there is no other comments on this subject that the club can make on the future of the club. “Should we be able to resolve this very difficult situation the club will still need financial funding to remain in business as explained to the fans yesterday. “Please bear with us while we are doing our utmost to resolve the situation. We will keep you updated if there are any news. Yours Sincerely, Mark Winter” At a fans’ forum meeting last night – less than 24 hours before Salisbury’s own deadline – owner Mark Winter laid bare the crisis at the club, and said Moroccan businessman Otail Touzar had, so far, not produced any investment. “If no money comes in we'll be kicked out of the Conference,” said Mr Winter who is also managing director of Southampton-based company Aqua Pacific. “He (Touzar) has lost the fans and players. They have been asking who this idiot is. The players don't want to work for him and neither does the manager.” The Western Daily Press reported this morning how Salisbury City manager Mikey Harris was understood to be considering his position amid the crisis, which has seen players leave. Mr Winter said he now wanted his Moroccan business partner to stand aside and let others come in who could help. “I've asked Otail to sign over his shares to me so others can invest, but he won't at the moment. Therefore, I won't allow anyone to invest while he's got control,” he told fans. “I feel like the biggest idiot in the city. It has cost me £75,000 to learn a lesson. I never intended anything bad to happen to the club. But, as people keep telling me, he was the only man available to help at the time. “I've taken money from my mortgage to help save the club. I feel embarrassed and ashamed about how this has panned out. Never in a million years did I expect this outcome. I don't know what the next seven hours will bring. If Otail leaves, I know people who want to come in and help,” the 47-year-old added. Mr Winter and Mr Touzar bought the club for £1 and agreed to take on around £160,000 of debts. Mr Winter said he owns just two per cent of the shares, and when he was appointed chairman on Monday morning, he said he owned the majority of shares. He announced he was chairman on Monday and had signed a Saudi Prince as a midfielder, despite the fact that Salisbury City have been under a transfer embargo since April because they haven’t paid players. In the midst of the financial saga, defender Brian Dutton has left and striker Jamie White terminated his contract to join Bristol Rovers, despite Mr Winter offering him £700 to stay. Cameroonian midfielder Clovis Kamdjo is also not planning to return. Mr Winter says a statement regarding the club's Conference future will be posted on the club's website by 5pm today.
