I don't think that condition would stop us doing either of those things as they would be classed as outdoor events at the stadium.
More likely aimed at it being a 24 hour advertising board, which is pointless as no one would see it where it is other than match ......

That was my thinking, it's probably a standard thing that they apply to just be certain about what it's for and why it's there... |
