Its quite simple in my opinion. If I was in change of FIFA (which I should be) then it would work like this.
Bite someone and you're a freak weirdo who gets a hefty ban and fine.
Do it again and you're clearly wrong in the Dam head and a risk of doing it again.
If you cant play football without being a 'bite-risk' (how bizarre is that) then you don't play football so long as you have teeth. Use your millions to get your teeth removed. Failing that just try biting someone in Bristol and they'll remove them free of change. You can get dentures you must take out before the game in the same way the referee checks studs before the game.

At what point does he become an infectious disease risk? Tetanus, Hepatitis, HIV? Are players tested for stuff like that before biting people?
