I read quite often how this issue is hotly debated in Bristol, and I have the solution.
Here in Germany, once you drive into a residential area, the speed limit is 30kph, which is as near as dammit, 20mph. There are very few signs stating this, no road markings, no costs, and it is very easy to enforce, so how is it done?
Simples, as you are driving along, any turning on the right has the right of way, therefore, when you approach any turning on the right you have to slow down in case a car comes out. For Bristol (or the UK) just change the right to the left, so any turning on your left would have right of way. You have to drive slower whenever you approach a turning on your left.
Simple, cost free, and effective. Just a small change in the rules of driving, and hey presto, speeds are instantly reduced in residential areas.

20 mph zones are standard here in residential areas, and as I said, slow cars down by introducing that one simple rule.

The problem is George Ferguson was elected and at no point before-hand did he ever mention 20mph zones. Once he was elected hundreds of thousands of pounds were spent on a policy that no-one voted for and isn't even enforced anywhere in the city.... ...overall I don't care what the speed limit is but he's a dictatorial Mayor with too many links to Green Party lunatics and an inability to i) improve the City overall and ii) actually get done the things he said he would before he was elected without squandering cash (as least £7m on the Green Capital City)...20mph isn't important. Who imposed it and how/why it was imposed is the actual issue....

So disciplined German drivers confidently pull out of a side turning feeling safe in the knowledge that obedient disciplined German drivers on the main road will give way?
If they tried that here it would be like carmaggedon.

If they tried that here it would be like carmaggedon. No, you don't just pull out. Even with right of way you take it carefully, but the point is that the drivers HAVE to slow down.

Waste of money. It is a narrowish road with a lot of parking and most people drive at 20 ish anyway. Those who drive faster aint gonna stop. Anyone who looked at it and thought (okay unrealistic for politicians) would have seen that a one way street would be a better option.

There is now a report from Portsmouth I think, that shows that in the 20 mph zones the amount of crashes has gone up.

Are you talking about the Ladies Mile on the Downs? If so, then it's common sense that has gone missing. The 20 mph limits should only apply to residential areas, or by places like schools etc.
