To me, if a kid is playing up they're being ''naughty'' or doing something wrong.
If your dvd player's playing up, it's not working properly.
So when they say ''play up Pompey'' what are they actually meaning??
Feels so great to watch the playoffs knowing we're already up!

Loads of teams fo it though. I have this notion that it's a northern thing for some reason but obviously it isn't. Coventry do it too I think

Reminds me of the primarily northern phrase "I'm made up" when pleased about something. Never quite understood that one either.

The chant is actually known as "The Pompey Chimes", as the tune sounds like bells ringing.
As others have said, it means play (up) to the best of your ability.
