It seems to me there's a bit of confusion, it might be me! I take it that the contracts offered to the likes of J Clarke, Gaffney, Harrison, Kilgour and Broom are included in this number, but I think others are expecting us to bring in a whole new teams worth of players. Which is right, is James Clarke the first of the 10/11?
We had 11 contracted players, we've offered 5 contracts to out of contract players, one of whom has signed and I'd assume the others all will too. No doubt DC would have Lumley and Sweeney back if he can and will be making approaches. That would be 7 signings.
ROVERS SQUAD
GOALKEEPERS [Lumley]
DEFENDERS [Sweeney] Lockyer Hartley Burn Partington Leadbitter Brown J Clarke (Kilgour)
MIDFIELDERS Lines O Clarke Sinclair Bodin Moore (Broom)
ATTACKERS (Harrison) (Gaffney)

This is the quote:
"I’ve got a senior squad of 14 contracted players now and I’ll be looking to recruit 10 or 11 players in the summer to make us competitive,” admitted Clarke.
The quote was made before James Clarke signed his contract so who are the 14 (15 with JC?) contracted players? I can only count 12 on your list. I'm guessing that what DC means is that in total he wants a squad of 24 or 25 senior players next season, so players signing their contracts will be amongst the 'signings'.
Contracts offered to Ellis, Alfie Kilgour, Gaffers and Broom.
I'm presuming first year pros don't count towards the number. We've offered first year contracts to Connor Jones, Lewis Ellington, Luke Russe, Lewis Leigh-Gilchrist and Sam Blake.

I think it is 10 or 11 on top of the ones we have offered contracts too. Assuming they all sign, since the last game, we would have lost from the first team squad:
Lumley, Mildenhall, Puddy, JCS, Sweeney, Harris, Montano, Mansell, Gosling, Easter and James.
Okay granted, the likes of Puddy and Gosling didn't feature but if we want a similar size squad, we are going to have to sign 10 or so players, maybe some on loan, so DC can operate with the same number of players.
x2 keepers x1 CB x1 LB x1 CM x2 wingers x2 strikers
(Yes I know that is 9 but I that is personally what I would be looking at).

But does DC want as big a squad as last season? Was the size due to the fact all players in the promotion squad got offered a contract?

However, the quote about having 14 senior contracted players could be the 11 plus Gaffney, Harrison and J Clarke, but not Broom and Kilgour as their yet to become senior players?

DC also defends dipping into the loan market by saying: “Everybody would like a 25 man squad of all your own players. But everything comes down to budget, and loan players at times can cost you a lot less than permanent players, it’s more than likely we’ll be dipping into the market,”
This gives further credence to the fact he wants a 24 or 25 man squad and that's the magic number for me, rather than the 10 or 11 signings. I'm just puzzled that he said that he had 14 under contract. Either this was a mistake, or some of those that have been offered contracts have already signed.

I think 2 wingers is optimistic considering we already have 3 (including Broom). If you offered me 2 decent wingers now or one quality one I would rather have the latter and we would then have Moore and Broom as backup to Bodin and the new starter. I would agree with the rest. I think the 1 centre back needs to be a quality replacement for Sweeney unless if Burn is good enough to fill that role. If we were to get Sweeney or someone of that quality again, then I would consider telling Hartley to look for a new club as our defensive record with him in the side was poor. Partington and J. Clarke's versatility means that we have got sufficient cover in that position so again I would rather spend the money on one quality player than two average ones. UTG!

A bit strange that Vale were happy to release him. Even if they'd have offered him the same contract then it would've meant someone would've had to pay a fee for him. Can only assume they couldn't afford his wages.

I think (hope) it will be quality and not quantity. I look forward to seeing what Hartley is like with a decent goalkeeper behind him, the best in the world would of struggled with Roos and puddy behind them.

Yeah I did think that. He is a proven good player at this level though, scores goals and was used as an emergency striker on occasions. Bargain on a free imo.

Although the fact that they can't afford his wages after relegation doesn't necessarily mean that they are particularly high. They are a team that were getting home gates of less than 5000 this year which may go down next season. I can't imagine they will have much of a budget for next year which probably means they will have to let some of their better players go. From that link that you posted it seems as if they are already resigned to losing their best player, Nathan Smith, although we probably couldn't afford him if there are teams from higher divisions chasing his signature. Could possibly be a good loan option though if a Prem club signs him.

Related to this - I was impressed by what their chairman has said about next season. It would be nice to hear something similar from Wael as it would also back-up DCs wishes made earlier. www.bbc.co.uk/sport/football/39846008

There's no point saying it for the sake of it to temporarily please fans, only for them to be disappointed later on when the club haven't met their expectations. I'm sure Wael will set a playing budget as high as possible under the FFP rules. However, DC likes value for money on his players, so whether he chooses to spend this whole budget or not is a different matter. In January he apparently had money to spend after the snake left but he opted not to because he didn't want to be ripped off. I can't imagine his mindset has changed since then. UTG!

Actions speak louder than words. Until then I won't judge.
