Just looks like it's covering a moped, which is on it's stand on a piece of board. The bit to the right just looks like a means of transporting the board.

Have established that this was part of a 1970s BRFC collection, however my mate says the chap he got it from was just a buyer/seller so has no more info
That makes it over 30 yrs old
I'm several 100 miles north but may look at tidying it up if it is possible

Union flag is wrong way up if the 'ties' are on the right, as they seem to be. Just checked with present curator of flag, he says the ties are to the left and that is just some fraying to the right He also said, how could I even think a Rovers fan would get it wrong!!!!
