I am confused.
Sam Fost said in yesterday's Q&A "Players 21 or younger at the start of the season don't count, so the likes of James Daly, Ben Liddle, Ali Koiki, Josh Grant etc are not part of the named 22-man squad."
The EFL Regulations on its website state:
43.9.2 The following Players do not need to be included in the Squad List to be eligible to play in League Matches: (a) in respect of Championship Clubs, any Under 21 Player (save for any Under 21 Player who is registered with the Club on a Temporary Loan Transfer); and (b) in respect of League One Clubs and League Two Clubs, any Under 21 Players.
Section 1 definitions ‘Under 21 Player’ means a Player under the age of 21 as at the 1 January in the year in which the Season concerned commences (e.g. for Season 2020/21, born on or after 1 January 1999).
There is a big difference between Sam's definitions and that above. Under the definition on the EFL website players such as Grant would need to be in the 22 man squad list as he was born before 1 January 1999. There are points deductions for playing a player not in the squad (unless he was under 21 on the required date). So a seious issue.
Have the EFL changed their rules recently but not updated the website (nothing would surprise me with the EFL) or have Sam/Rovers got it wrong?

Why are you saying "have Sam/Rovers got it wrong" assuming the rules haven't changed then surely it's just a case of Sam Frost getting it wrong with no evidence to suggest Rovers don't understand the EFL rules?
Given how the squad numbers stack up it looks like Rovers are fully aware of the rules and a couple of players like Davies and Little, who are both out injured anyway, may not make the squad.
