I emailed the Football League yesterday and this is their answer:

With regards to admission prices and accommodation, EFL regulation 34.2.8 stipulates that club’s cannot ‘charge higher admission prices for visiting supporters for accommodation that is ranked as comparable or inferior to that used by supporters of the home club’. Some clubs provide one specific area (either touchline or goal line) or more than one area of accommodation for away supporters, at their discretion.
If they choose to accommodate supporters in their touchline stand only, then as long as these fans are paying the same price as home fans in that/comparable area, then that would be in line with regulations. The club submitted both goal line and touchline areas to The League as part of their pricing plan and can choose to utilise one or both on a match by match basis. In the event of abandonment after the half-time the club’s charter states, “If the abandonment occurs after half time, the normal admission changes for the re arranged fixture will apply”.
Of course the EFL does monitor clubs in the area of price specific to our regulations which can be viewed here www.efl.com/global/section5.aspx (regulation 34), and they are required to submit their price information to us each season. While we encourage all clubs to be fair and reasonable with their pricing, we cannot 'price-fix' and essentially clubs are their own individual businesses and will set their prices in accordance with their strategy and 'local' factors.
