You send them back to the country of departure if they arrive via plane or ferry. That is really quite simple. Yea, like they have the money to pay for a flight or a ferry pass. And where they depart from is pretty unlikely to be their home country.

If someone rocks up via either plane or ferry and don't have the necessary paperwork (ie passport) there are sent back on the next plane/ferry to their point of embarkation. The travel firm have to carry the cost, which is why they are responsible for checking that people have the necessary documentation.
