I'd cash in on Locks for sure if someone is a decent bid came in. A whole new back 4 needed (3 now we have the LB), I said it last season and yesterday did nothing to change my mind.
Not sure it's a case of not wanting to get to the next level, but more that we can't get there and sustain it yet. A few years in this league will do us no harm as we catch up off the pitch.
I know what you mean about neither Lockyer nor Craig being commanding, although I do think they have other qualities. Yesterday showed this for me. In theory, Broadbent should have dominated Stockley or at least competed evenly with him, but he wasn't able to. He got dragged into challenging for every header and won hardly any. Craig however used his experience against Stockley, not by going up for every aerial challenge but by standing his ground and stopping him reaching the ball, or forcing the error when he did. I thought Craig gave a lesson to Tom in a different way of competing with an awkward customer. For me, he is real quality and as good a centre half as I've seen at Rovers in many a year.
Defensively, Lockyer reads the game so well, is brave and decent in the air. Not great, but decent. His weakness is his distribution, although without that weakness he may have gone to better things already!

That's the beauty of football, everyone can have an opinion and quite often they differ.
The thing is though, although we may not be able to sustain Championship football, what do you aim for, what is the remit? It will be a dangerous game to just aim for survival or midtable.
imo you have to aim for promotion and I personally just dont feel Locks or Craig will get us there, and we never have a RB fit enough to play a decent run of games. Our CB's will come up against plenty of strikers better than Stockley on a weekly basis and we need to be far better defensively than we were last season, especially as we have a limp strikeforce.
